The False Prophet in Revelation 13 - Ministry of Deception

Revelation 13:11-18 describes the False Prophet, the religious authority who deceives the world into worshiping the Antichrist through miracles, propaganda, and economic control.

 

After introducing the Beast from the sea—the political ruler empowered by Satan—Revelation then introduces a second figure who supports and promotes the Beast’s authority. This second beast, later called the False Prophet (Revelation 16:13; 19:20), functions as the religious authority of the Beast’s kingdom. While the first beast rules through political power and military strength, the second beast persuades the world through deception, miraculous signs, and religious influence.

"For false messiahs and false prophets will appear and perform great signs and wonders to deceive, if possible, even the elect." - Matthew 24:24 / Mark 13:22

Appearing “like a lamb” but speaking “like a dragon,” the False Prophet presents himself as a figure of spiritual legitimacy while secretly serving Satan’s purposes. His role is to direct the worship of the world toward the Beast, establishing a global system of idolatry enforced through both religious authority and economic control. Through this deception he causes the inhabitants of the earth to receive the mark of the Beast, a sign of allegiance that stands in direct contrast to those who bear the name of God.

Revelation therefore presents a final conflict of allegiance: humanity will be divided between those who worship the Lamb and those who worship the Beast.

Key entities: Dragon (Satan), Beast (Anti-Christ), False Prophet (second beast), Image of the Beast, Mark of the Beast.

THE APPEARANCE OF THE FALSE PROPHET

Verse 11 - "Then I saw another beast, coming out of the earth. It had two horns like a lamb, but it spoke like a dragon."

  • "another beast" - Greek allo thērion means "another of the same kind" or "similar in nature to the first" so it is most likely a man. 

  • "out of the earth" - Greek gēs means land or earth. The Greek word can mean “earth” or “land.” Some interpreters suggest that since the sea is symbolic of the Gentile nations, this word could refer to the land of Israel, though the text itself does not explicitly state this and the events happen on a global scale, not just Israel. If a False Prophet constructs or enforces the image of the Beast, a Jewish religious leader would be uniquely positioned to legitimize this event. There have been warning of religious deception from false prophets arising from the Jewish community in the past.

    • Jeremiah 23:16 "This is what the Lord Almighty says: “Do not listen to what the prophets are prophesying to you; they fill you with false hopes. They speak visions from their own minds, not from the mouth of the Lord."

    • Ezekiel 13:2 “Son of man, prophesy against the prophets of Israel who are now prophesying. Say to those who prophesy out of their own imagination: ‘Hear the word of the Lord!"

    • Matthew 24:24 "For false messiahs and false prophets will appear and perform great signs and wonders to deceive, if possible, even the elect." ("Elect" is typically associated with believers in Jesus as Messiah)

  • "two horns like a lamb" - the False Prophet; indicates a Christ-like appearance of righteousness, suggesting religious legitimacy or deceptive spiritual authority. Unlike the first beast’s openly monstrous power, the second beast appears gentle and righteous but speaks with satanic authority. An imitator of the Lamb of God that does not direct others to God the Father, but to the Anti-Christ and the Dragon. He appears compassionate but uses that appearance to deceive.

    • 2 Corinthians 11:13–15 "13 For such people are false apostles, deceitful workers, masquerading as apostles of Christ. 14 And no wonder, for Satan himself masquerades as an angel of light. 15 It is not surprising, then, if his servants also masquerade as servants of righteousness. Their end will be what their actions deserve."

  • "spoke like a dragon" - blasphemer; liar; a worldwide system of worship [the "Woman riding the Scarlett Beast" or the "Harlot"] will worship the beast and the dragon. As a global worship system develops around the Beast, someone must serve as the chief legitimizing authority. In that sense, the False Prophet could function like the high priest of the Beast’s system, even if Revelation does not use that exact title.

  • He is later called out as the false prophet.

    • Revelation 16:13 "Then I saw three impure spirits that looked like frogs; they came out of the mouth of the dragon, out of the mouth of the beast and out of the mouth of the false prophet."

    • Revelation 19:20 "But the beast was captured, and with it the false prophet who had performed the signs on its behalf. With these signs he had deluded those who had received the mark of the beast and worshiped its image. The two of them were thrown alive into the fiery lake of burning sulfur.

  • Gentile kings and pharaohs used religious figures in their courts.

    • Exodus 7:1​1 "Pharaoh then summoned wise men and sorcerers, and the Egyptian magicians also did the same things by their secret arts"

    • Daniel 2:1-2 "In the second year of his reign, Nebuchadnezzar had dreams; his mind was troubled and he could not sleep. 2 So the king summoned the magicians, enchanters, sorcerers and astrologers to tell him what he had dreamed. When they came in and stood before the king"​

THE MISSION OF THE FALSE PROPHET

Verse 12 - "It exercised all the authority of the first beast on its behalf, and made the earth and its inhabitants worship the first beast, whose fatal wound had been healed."

  • ​King Nebuchadnezzar was a type of Anti-Christ (image erected, forced worship, global command and death penalty):

    • Daniel 3:1-6 "King Nebuchadnezzar made an image of gold, sixty cubits high and six cubits wide, and set it up on the plain of Dura in the province of Babylon. 2 He then summoned the satraps, prefects, governors, advisers, treasurers, judges, magistrates and all the other provincial officials to come to the dedication of the image he had set up. 3 So the satraps, prefects, governors, advisers, treasurers, judges, magistrates and all the other provincial officials assembled for the dedication of the image that King Nebuchadnezzar had set up, and they stood before it. 4 Then the herald loudly proclaimed, “Nations and peoples of every language, this is what you are commanded to do: 5 As soon as you hear the sound of the horn, flute, zither, lyre, harp, pipe and all kinds of music, you must fall down and worship the image of gold that King Nebuchadnezzar has set up. 6 Whoever does not fall down and worship will immediately be thrown into a blazing furnace.”

  • "worship" - Greek proskunēsousin means "to give reverence" and is central to religious activity. Daniel had already foretold a ruler who would exalt himself above every god. To worship anything else is to hate YHWH.

    • Exodus 20:3–5 "3 “You shall have no other gods before me. 4 “You shall not make for yourself an image in the form of anything in heaven above or on the earth beneath or in the waters below. 5 You shall not bow down to them or worship them; for I, the Lord your God, am a jealous God, punishing the children for the sin of the parents to the third and fourth generation of those who hate me, "

    • Matthew 4:10 "Jesus said to him, “Away from me, Satan! For it is written: ‘Worship the Lord your God, and serve him only.’ ”

    • Daniel 11:36–37 "36 “The king will do as he pleases. He will exalt and magnify himself above every god and will say unheard-of things against the God of gods. He will be successful until the time of wrath is completed, for what has been determined must take place. 37 He will show no regard for the gods of his ancestors or for the one desired by women, nor will he regard any god, but will exalt himself above them all."

    • 2 Thessalonians 2:4 "He will oppose and will exalt himself over everything that is called God or is worshiped, so that he sets himself up in God’s temple, proclaiming himself to be God."

  • These actions are not political—they are religious functions:

    • promoting worship

    • performing signs

    • legitimizing the image

    • enforcing orthodoxy

  • Just as the Holy Spirit directs worship toward Christ, the False Prophet directs worship toward the Beast, forming a satanic counterfeit of the Trinity. These actions ultimately divides humanity into two groups:

DECEPTION OF MIRACLES AND IMAGE

Verse 13-14 - "And it performed great signs, even causing fire to come down from heaven to the earth in full view of the people. 14 Because of the signs it was given power to perform on behalf of the first beast, it deceived the inhabitants of the earth. It ordered them to set up an image in honor of the beast who was wounded by the sword and yet lived."

  • "given power" - by the dragon; The false prophet’s counterfeit religious system that exalts human authority above God, echoes the ancient rebellion of Babel; Scripture had already warned that false prophets could perform real signs while leading people away from God. Simon the Sorcerer is an example of one given power from the Evil One. It is the dragon that ultimately receives the worship.

    • Genesis 11:4 "Then they said, “Come, let us build ourselves a city, with a tower that reaches to the heavens, so that we may make a name for ourselves; otherwise we will be scattered over the face of the whole earth.”

    • Deuteronomy 13:1–3 "1 If a prophet, or one who foretells by dreams, appears among you and announces to you a sign or wonder, 2 and if the sign or wonder spoken of takes place, and the prophet says, “Let us follow other gods” (gods you have not known) “and let us worship them,” 3 you must not listen to the words of that prophet or dreamer. The Lord your God is testing you to find out whether you love him with all your heart and with all your soul."

    • Acts 8:9-11 "9 Now for some time a man named Simon had practiced sorcery in the city and amazed all the people of Samaria. He boasted that he was someone great, 10 and all the people, both high and low, gave him their attention and exclaimed, “This man is rightly called the Great Power of God.” 11 They followed him because he had amazed them for a long time with his sorcery."

    • 2 Corinthians 11:12-15 "12 And I [Paul the Apostle] will keep on doing what I am doing in order to cut the ground from under those who want an opportunity to be considered equal with us in the things they boast about. 13 For such people are false apostles, deceitful workers, masquerading as apostles of Christ. 14 And no wonder, for Satan himself masquerades as an angel of light. 15 It is not surprising, then, if his servants also masquerade as servants of righteousness. Their end will be what their actions deserve."

    • Revelation 13:4 "People worshiped the dragon because he had given authority to the beast, and they also worshiped the beast and asked, “Who is like the beast? Who can wage war against it?”

  • "fire to come down from heaven" -  The false prophet imitates the signs of God’s prophets, particularly Elijah’s fire from heaven (1 Kings 18), creating a convincing counterfeit of divine authority.

  • "it deceived the inhabitants of the earth" - those who embrace wickedness and ultimately receive the mark of the beast will be given over to the delusion by God and will perish.

    • 2 Thessalonians 2:9-12 "9 The coming of the lawless one will be in accordance with how Satan works. He will use all sorts of displays of power through signs and wonders that serve the lie, 10 and all the ways that wickedness deceives those who are perishing. They perish because they refused to love the truth and so be saved. 11 For this reason God sends them a powerful delusion so that they will believe the lie 12 and so that all will be condemned who have not believed the truth but have delighted in wickedness."

  • "wounded by the sword and yet lived" - a counterfeit resurrection intended:

    • to imitate Christ’s resurrection

    • counter the resurrection of the Two Witnesses

    • inspire global devotion.

Verse 15 - "The second beast was given power to give breath to the image of the first beast, so that the image could speak and cause all who refused to worship the image to be killed."

  • "image could speak" - idols cannot speak, so this act directly contradicts Scripture’s teaching that lifeless idols have no breath or power. The image being given “breath” suggests supernatural or deceptive animation, reinforcing the illusion that the Beast possesses divine life.

    • Psalm 135:15-16 "15 The idols of the nations are silver and gold, made by human hands. 16 They have mouths, but cannot speak, eyes, but cannot see."

    • Habakkuk 2:19 "Woe to him who says to wood, ‘Come to life!’ Or to lifeless stone, ‘Wake up!’ Can it give guidance? It is covered with gold and silver; there is no breath in it.”

    • Romans 1:25 "They exchanged the truth about God for a lie, and worshiped and served created things rather than the Creator—who is forever praised. Amen."

  • "refused to worship the image to be killed"

    • Daniel 3:4-6 "4 Then the herald loudly proclaimed, “Nations and peoples of every language, this is what you are commanded to do: 5 As soon as you hear the sound of the horn, flute, zither, lyre, harp, pipe and all kinds of music, you must fall down and worship the image of gold that King Nebuchadnezzar has set up. 6 Whoever does not fall down and worship will immediately be thrown into a blazing furnace.”​

HISTORICAL EXAMPLES OF RELIGIOUS COERCION

Throughout history political power has often enforced religious allegiance—from the Roman imperial cult to later state-controlled religious systems. Revelation describes the final and global expression of this pattern.

  1. Nebuchadnezzar’s image

    • Daniel 3:4–5 "4 Then the herald loudly proclaimed, “Nations and peoples of every language, this is what you are commanded to do: 5 As soon as you hear the sound of the horn, flute, zither, lyre, harp, pipe and all kinds of music, you must fall down and worship the image of gold that King Nebuchadnezzar has set up."

  2. Roman Imperial Cult (27BC-4th Century AD)

    • Although Christianity was welcomed into the pantheon of deities, they were not allowed exclusivity. Certain emperors wanted to be worships as God or the Son of God. They required Christians to compromise by either bowing to his statue or leaving a pence of incense on his altar. Those who refused were persecuted or killed.

  3. Rashidun Caliphate (632-661 AD) Establishment of a global Islamic state (caliphate) through jihad [holy war] to convert infidels and implement Sharia laws. Several others have been unofficial by other groups.

  4. The Saxon Wars (772-804AD)

    •  a series of campaigns by Charlemagne to conquer the Saxons and forcibly convert them from Germanic paganism to Christianity through military force and the establishment of churches.

  5. Spanish Inquisition (1478-1834AD)

    • King Ferdinand and Queen Isabella initiated state-sanctioned tribunal targeting Jewish and Muslim to convert to Catholicism.

  6. The Salem witch trials (1692-1693AD)

    1. Puritan community in Massachusetts accused people of practicing witchcraft resulting in a series of trials, prosecutions and executions.

THE MARK OF THE BEAST

Revelation presents two competing identities: those who bear the Name of God and those who bear the mark of the Beast.

 

Verse 16-17 - "16 It also forced all people, great and small, rich and poor, free and slave, to receive a mark on their right hands or on their foreheads, 17 so that they could not buy or sell unless they had the mark, which is the name of the beast or the number of its name."

  • "could not buy or sell" - His religion will be enforced through commerce [Babylon the Great City].

    • Matthew 10:7-8 "7 As you go, proclaim this message: ‘The kingdom of heaven has come near.’ 8 Heal the sick, raise the dead, cleanse those who have leprosy, drive out demons. Freely you have received; freely give."

    • Luke 16:13 "“No one can serve two masters. Either you will hate the one and love the other, or you will be devoted to the one and despise the other. You cannot serve both God and money.”

    • John 2:13-16 "13 When it was almost time for the Jewish Passover, Jesus went up to Jerusalem. 14 In the temple courts he found people selling cattle, sheep and doves, and others sitting at tables exchanging money. 15 So he made a whip out of cords, and drove all from the temple courts, both sheep and cattle; he scattered the coins of the money changers and overturned their tables. 16 To those who sold doves he said, “Get these out of here! Stop turning my Father’s house into a market!”

  • "mark" - Greek "charagma" means a physical brand, etching or tattoo; denotes ownership or allegiance.

    • Paul bore the marks of persecution and suffering for Jesus [stigmata - physical scars]

      • Galatians 6:17 "Finally, let no one cause me trouble, for I bear on my body the marks of Jesus."

  • "on their right hands or on their foreheads"
    • Exodus 13:9 "This observance [of Passover] will be for you like a sign on your hand and a reminder on your forehead that this law of the Lord is to be on your lips. For the Lord brought you out of Egypt with his mighty hand."

    • "right hand" - hand of authority; all work you have the power to do is for your master

      • Isaiah 44:5 "Some will say, ‘I belong to the Lord’; others will call themselves by the name of Jacob; still others will write on their hand, ‘The Lord’s,’ and will take the name Israel."

    • "forehead" - all that you think and set your mind to do is for your master

      • Exodus 28:36-38 "36 “Make a plate of pure gold and engrave on it as on a seal: holy to the Lord. 37 Fasten a blue cord to it to attach it to the turban; it is to be on the front of the turban. 38 It will be on Aaron’s forehead, and he will bear the guilt involved in the sacred gifts the Israelites consecrate, whatever their gifts may be. It will be on Aaron’s forehead continually so that they will be acceptable to the Lord."

      • Ezekiel 9:1-6 "1 Then I heard him call out in a loud voice, “Bring near those who are appointed to execute judgment on the city, each with a weapon in his hand.” 2 And I saw six men coming from the direction of the upper gate, which faces north, each with a deadly weapon in his hand. With them was a man clothed in linen who had a writing kit at his side. They came in and stood beside the bronze altar. 3 Now the glory of the God of Israel went up from above the cherubim, where it had been, and moved to the threshold of the temple. Then the Lord called to the man clothed in linen who had the writing kit at his side 4 and said to him, “Go throughout the city of Jerusalem and put a mark on the foreheads of those who grieve and lament over all the detestable things that are done in it.” 5 As I listened, he said to the others, “Follow him through the city and kill, without showing pity or compassion. 6 Slaughter the old men, the young men and women, the mothers and children, but do not touch anyone who has the mark. Begin at my sanctuary.” So they began with the old men who were in front of the temple.

      • Revelation 17:4-5 "4 The woman was dressed in purple and scarlet, and was glittering with gold, precious stones and pearls. She held a golden cup in her hand, filled with abominable things and the filth of her adulteries. 5 The name written on her forehead was a mystery..."

  • "which is the name of the beast"

    • Jesus warned that many who rejected Him would later accept a false figure who comes in his own name.

      • John 5:43 "I have come in my Father’s name, and you do not accept me; but if someone else comes in his own name, you will accept him."

Verse 18 - "This calls for wisdom. Let the person who has insight calculate the number of the beast, for it is the number of a man. That number is 666."

  • ​"666" - Anti-type of the Trinty; Mankind was created on the sixth day. Man is imperfect at 6, but God is perfection at 7. This forms a satanic imitation of divine authority and shows a three-part system (Role / Figure / Function):

    •          Dragon        /        Satan       /   spiritual authority

    •   Beast from sea   /  Anti-Christ   /   political authority

    • Beast from earth / False Prophet /   religious authority

  • As opposed to those who bear God's name

    • Revelation 14:1 "Then I looked, and there before me was the Lamb, standing on Mount Zion, and with him 144,000 who had his name and his Father’s name written on their foreheads."

​The False Prophet serves as the religious authority of the Antichrist’s kingdom. Through miraculous signs, persuasive deception, and economic control, he compels the world to worship the Beast. Revelation presents this system as a counterfeit kingdom that imitates God’s authority while demanding total allegiance. Humanity is therefore divided between those who bear the Name of God and those who receive the mark of the Beast.
